A Special Town Meeting of the electors and citizens qualified to vote in town meetings of the Town of Berlin will be held at the Berlin Town Hall, Council Chambers, 240 Kensington Road, Berlin, Connecticut on Tuesday, July 24, 2012 @ 6:45 p.m. for the following purpose:

To obtain approval to appropriate $847,554.80 in FEMA and FHWA reimbursements in Fiscal year 2012 to cover storm expenditures.

6:45 P.M. – Public Hearing

The Town Council of the Town of Berlin will meet at Berlin Town Hall, Council Chambers, 240 Kensington Road, Berlin, CT on Tuesday, July 24, 2012, at 6:45 p.m. for the purpose of holding a public hearing on the following proposed ordinance of the Town, said ordinance being entitled as follows:

“AN ORDINANCE APPROPRIATING $500,000 FOR TOWN OF BERLIN EMERGENCY PREPAREDNESS AND AUTHORIZING THE ISSUE OF $500,000 BONDS OF THE TOWN TO MEET SAID APPROPRIATION AND PENDING THE ISSUANCE THEREOF THE MAKING OF TEMPORARY BORROWINGS FOR SUCH PURPOSE.”

To authorize the Town Council to approve a three-year lease-purchase agreement with Municipal Capital Markets Group, Inc. to lease two large dump trucks at an annual cost of $112,049.43 per year plus $3,304 closing costs in the first year only.

3.     Topic re: Accept a donation of $2,000 from the Budney Overhaul and Repair Company and deposit the funds into the Police Dogs & Equipment Account to help pay for the care and maintenance of the two police canines. – Police Department

4.     Topic re: Approve a transfer of $5,300.65 from the School Expenses pension account to the School Expenses overtime account to cover overtime costs related to the McGee transformer problem in fiscal year 2012. – Finance

1.     Topic re: Appropriate $847,554.80 in FEMA and FHWA reimbursements in fiscal year 2012 to the following accounts: emergency storm expenditures; Fire Marshal overtime and workers’ compensation; Highway storm-related overtime and workers’ compensation; Community Services overtime; and Highway storm cleanup. - Finance

2.     Topic re: Waive Rule 7 of the Council Rules and Procedures and adopt “An ordinance appropriating $500,000 for Town of Berlin Emergency Preparedness and authorizing the issue of $500,000 bonds of the town to meet said appropriation and pending the issuance thereof the making of temporary borrowings for such purpose.” – Town Clerk

5.     Topic re: Approve using the Connecticut Library Consortium bids for fiscal year 2012-2013 for the purchase of adult books in the amount of $50,000, from Baker and Taylor, $15,000 for children’s books from Baker and Taylor, for the purchase of DVD’s in the amount $10,000 from Baker and Taylor, for the purchase of magazines in the amount of $5,000 from EBSCO taken from accounts Books, Periodicals and Audio/video Materials.  Also to approve a Bid Waiver for fiscal year 2012-2013 for the consortia membership in Library Connection, Inc. as a sole source vendor, in the amount of $36,000, taken from account Data Services, since this is in the best interest of the Town of Berlin. - Library

6.     Topic re: Award Bid No. 2012-23 to Midconn Construction, LLC. of Newington, CT for the Exterior Wood Restoration for Berlin Town Hall in the amount of $42,000.00 and authorize the Town Manager to enter into change orders, if necessary, to bring the total construction contract to an amount not to exceed $45,360.00.  Move to transfer $36,905.00 from Natural Gas Account to Contracted Services and Projects to cover the shortfall for Town Hall Exterior Wood Restoration. – Building Maintenance

7.     Topic re: Approve a donation of $1,500.00 from The Timberlin Golf Club, Inc. (Timberlin Men’s Club) for golf course improvements and course projects. – Golf Course

8.     Topic re: Approve a donation valued at $210.00 for four rounds of golf and two (2) carts at Timberlin Golf Course.  The donation is to be used as a raffle prize during the 2nd Annual Classic Ryan T. Lee Memorial Foundation Golf Tournament/raffle/auction to be held at Timberlin Golf Course on Wednesday, August 17, 2012. – Golf Course

9.     Topic re: Approve a donation valued at $210.00 for four (4) rounds of golf and two (2) carts at Timberlin Golf Course.  The donation is to be used as a raffle prize during the Scalise/Mayer Charity Golf Tournament to be held at Timberlin Golf Course Wednesday, August 8, 2012. – Golf Course

10.  Topic re: Approve $300 waiver of fees for Charity Match between the Hartford Wanderers and the New Haven Old Black RFCs on Thursday, August 16, 2012. – Parks and Recreation

11.  Topic re: Refer the Statement of Need for Entire Roof Replacement Project at Emma Hart Willard Elementary School to the Public Works Department for development of preliminary plans and cost estimates. Also resolve, that the Public Works Department is hereby established as the building committee with regard to the Roof Replacement Project at the Emma Hart Willard Elementary School and further resolve, that the Town Council hereby authorizes the preparation of schematic drawings and specifications for the Roof Replacement Project at the Emma Hart Willard Elementary School. – Public Works

12.  Topic re: Award Contract # 2012-29 (Survey Control Network) to Tectonic Engineering and Surveying Consultants, P.C. of Rocky Hill, CT in an amount of $19,750, subject to Corporation Counsel review of the Contract Agreement, and authorize the Town Manager to enter into change orders, if necessary, to bring the total contract to an amount not to exceed $35,000. – Public Works

13.  Topic re: Approve the donation of one Daihatsu Hi- Jet truck Serial #35R1-S80LP-TRK to the Berlin Lions Club. – Municipal Garage

14.  Topic re: Approve the purchase of an Allmand Night-Light Pro II V lighting trailer from a local vendor “MidState Air Compressor” of Berlin, CT for $ 12,340 utilizing GSA Advantage Contract #GS-07F-9251S. – Municipal Garage

15.  Topic re: Adopt the attached resolution to authorize the Town Manager to apply for a $500,000 STEAP grant for phase II of Berlin Veterans Memorial Park and to execute an Assistance Agreement and other such grant documents as may be required. – Economic Development

16.  Topic re: Authorize the Town Manager to apply for a $500,000 STEAP grant to create a façade and landscape grant program for commercial properties in the in the Town’s main commercial area radiating from the Berlin Train Station including New Britain Road and parts of Farmington Avenue, Main Street and Mill Street. – Economic Development

17.  Topic re:  Accept the Resignation of Deputy Mayor Stephen Morelli effective July 25, 2012.

Salwocki (R) term ending 1/31/2013. Three members still need to be appointed and all three (3) members shall be appointed to serve until January 31, 2014. Can be filled with 1 D, 3 R or 3 U. Thereafter, all members shall be appointed to serve a term of three (3) years.
