NOTICE IS HEREBY GIVEN that the Town of Berlin will conduct a public hearing on Tuesday, May 1, 2012 at 6:30 p.m. in the Council Chambers located at Berlin Town Hall, 240 Kensington Road, Berlin, CT to discuss its Fiscal Year 2012 Community Development Block Grant Program Application and to solicit citizen input.

4.     Topic re: Approve Friends of B.H.S. Men’s Lacrosse to sell food and beverages at the Scalise Football Field concession at Sage Park for all Berlin High School home Men’s Lacrosse games this spring. – Parks and Recreation

5.     Topic re: Approve acceptation of donations in the amount of $1,550.00 for the Berlin Parks and Recreation Department youth fishing derbies to be held on Saturday, April 21, 2012 and Saturday, April 28, 2012 at Sage Park Pond from 8:00 a.m. to 10:00 a.m. – Parks and Recreation

NEW BUSINESS:

1.     Topic re: Transfer $9,137.00 from the Computer Maintenance account to the Police Vehicle Account and allow the Police Department to use the funds to pay the local matching portion of the cost of the Mid-State Regional OUI Field Processing Vehicle. – Police Department

2.     Topic re: Adopt Resolution of the Robert Wolf 401a Town of Berlin Plan (Plan Number: 10-6507) to replace the existing Robert Wolf Pension Program. – Human Resource/Fire Marshal

3.     Topic re: Transfer $1,800 from In Lieu of Insurance and $11,641.93 from Wage Negotiations, for a total of $13,441.93 to the Economic Development Health Insurance account to fund additional insurance costs that were not budgeted. - Finance

4.     Topic re: Transfer $3,240.00 from Wage Negotiations to Fire Department Health Insurance. - Finance

5.     Topic re: Adopt the Town of Berlin Written Procedures with respect to Tax-Exempt Bond Post-issuance Compliance. - Finance

6.     Topic re: Set a Special Town Meeting for May 1, 2012 at 6:45 P.M. to obtain approval to appropriate $85,110.21 and $111,122.16 premium on note issuance to Other Receipts and Interest Payment Expense. - Finance.

7.     Topic re: Transfer $235,000 from McGee School Roof - Capital Items Buildings and Renovations to McGee School Roof -Wall Braces to fund the McGee School Wall Brace Project.  Also adopt the attached “Resolution Making Certain Findings With Respect to Unexpended Capital Project Grant Proceeds of the Town and Appropriating Said Proceeds for Capital Purposes” and transfer $219,908 from the Griswold Schools Relocatables Project to the Transfers to Other Funds account.  Also transfer $219,908 from the Interest Payments – Schools (Issue of 2009) account to the Transfers to Other Funds account to fund the McGee School Wall Brace Project.  Also waive the bidding process and award the McGee School Wall Bracing Renovations contract #2012-21 (subject to Corporation Counsel review) to Newfield Construction, Inc. of Hartford, CT in the amount of $406,708 and authorize the Town Manager to enter into change orders, if necessary, to bring the total construction contract to an amount not to exceed $444,908 since this is in the Best Interest of the Town. – Public Works

8.     Topic re: Report out to the Town Council regarding the Berlin High School renovation project. – Public Works

APPOINTMENTS:  

Board of Ethics Vacancy - Term would be until January 31, 2014. Can be filled with a D, R or U.  

Board of Ethics – William Watson III (D) resigned on January 4, 2012. Replacement term would be until January 31, 2014. Can only be filled with an R or U if above appointment is filled with a D.

Board of Ethics – Alternate – Vacancy – Term would be until January 31, 2014. Can be filled with an R or U.

Environmental Protection Advisory Commission (New Commission adopted by Town Council 7/5/2011) – Shall consist of seven (7) members, four of which have already been appointed; Carolyn Wysocki (D) new term ending 1/31/2015, Barbara Coughlin (D) term ending 1/31/2013, Neil McCarthy (D) term ending 1/31/2013 and Karen M. Salwocki (R) term ending 1/31/2013. Three members still need to be appointed and all three (3) members shall be appointed to serve until January 31, 2014. Can be filled with 1 D , 3 R or 3 U. Thereafter, all members shall be appointed to serve a term of three (3) years.

Housing Authority – Chester Zapor’s (U) term expires on March 31, 2012. Reappointment or replacement term would be until March 31, 2017. Can be filled with a D, R or U.

Inland Wetlands & Water Courses Commission – Edward Hrubiec III’s (U) term expires on January 31, 2012. Reappointment or replacement term would be until January 31, 2015. Can be filled with a D, R or U. 

Inland Wetlands & Water Courses Commission – Fred Pindar’s (R) term expires on January 31, 2012. Reappointment or replacement term would be until January 31, 2015. Can only be filled with a D, R or U.

Inland Wetlands & Water Courses Commission Alternate – Vacancy – Term would be until January 31, 2014. Can be filled with an R or U.

Mattabassett District Vacancy -  Term would be until August 31, 2014. Can be filled with a D, R or U.

Plainville Area Cable Television Advisory Council (PACTAC) – Vacancy – Term expired on June 30, 2011. New Term will expire June 30, 2013. Can be filled with a D, R or U.

Plainville Area Cable Television Advisory Council (PACTAC) – Vacancy – Term expired on June 30, 2011. New Term will expire June 30, 2013 Can be filled with a D, R or U depending on the appointment above.

Planning & Zoning Commission – Frederick J. Sorbo IV’s (U) term expires on January 31, 2012. Reappointment or replacement term would be until January 31, 2017. Can be filled with a D, R or U.

Planning & Zoning Commission Alternate – Vacancy - Term would expire on January 31, 2014. Can be filled with a D, R or U.

Planning & Zoning Commission Alternate – Vacancy – Term would expire on January 31, 2016. Can only be filled with a D or U if above appointment is filled with an R.

Water Control Commission Alternate – Vacancy Term would expire on January 31, 2014. Can be filled with a D, R or U.
