The Town Council will meet tonight at 7 p.m. at Town Hall, 240 Kensington Road.

The council will take up several issues at its meeting, including a proposal to enter into a multi-town agreement on a regional emergency 911 system. It will also vote on a proposal and a resolution for the town to participate in the Regional Performance Incentive Program Grant application for the CAPTAIN4G Project.

MEETING AGENDA – Immediately Following the Audience of Citizens

CONSENT AGENDA:

1.     Topic re: Accept donations totaling $2,836.80 to the Community Services Agency Fund. – Community Services

2.     Topic re: Accept $1,575.00 total grant funds for Emergency Food and Shelter Program, Phase 29 and include these funds in the “Special Funds and Donations” Fund for expenditure.  This award will be paid in two installments of $787.50 each. – Community Services

NEW BUSINESS:

1.     Topic re: Adopt a resolution endorsing and authorizing the Town Manager to execute a joint grant application to the CT Office of Policy and Management under the Regional Performance Incentive Program, in partnership with the towns of Rocky Hill, Newington, Wethersfield, and Cromwell, for the development of a regionalized One Point PSAP Regional Dispatch. – Town Manager

2.     Topic re: Adopt a resolution of support of CCRPA’s Regional Performance Incentive Program proposal for their purchase of software/hardware to aid in Dial-a-Ride Services. – Town Manager

3.     Topic re: Adopt a resolution of support of CCRPA’s Regional Performance Incentive Program for a digital parcel mapping project. – Town Manager

4.     Topic re: Adopt a resolution to endorse the proposal for Town of Berlin’s participation Regional Performance Incentive Program Grant application for the CAPTAIN4G Project. – Police Department

5.     Topic re: Award Contract #2012-04 for the supply of retail electricity to Direct Energy Services as a supplier to those residents and commercial accounts wishing to participate in its Opt-In Endorsement program for a period of 12 months starting January 1, 2012. – Public Works

6.     Topic re: - Waive the bidding procedure and purchase chemicals from Tom Irwin and Harrell’s Turf in the amount not to exceed $28,682 as this is in the best interest of the Town of Berlin.  The chemical purchases are through the Early Order Programs of the DuPont, Bayer, BASF and Syngenta Chemical Companies.  – Golf Course

7.     Topic re: Increase the purchase order authorization under the DAS contract #00PSX0027 for emergency storm cleanup to Ashbritt, Inc. of Deerfield Beach Florida to an estimated cost of $625,000, subject to change based on actual quantities of material incurred.  Also increase the purchase order authorization under the DAS contract #00PSX0028 for emergency storm monitoring services to SAIC of Maitland, Florida to an estimated cost of $130,000, subject to change based on actual monitoring hours incurred. – Public Works

8.     Topic re: Approve the attached calendar for the Town Council Meetings for 2012 and January of 2013. – Town Clerk

 

APPOINTMENTS:

  1. Central Connecticut Regional Planning Agency – Barton N. Bovee’s (R) term expires on December 31, 2011. Reappointment or replacement term would be until December 31, 2013. Can be filled with an R or U.
  2. Constables – Seven Constables are to be appointed, not more than four of whom shall be of the same political party. Their term expires when a new Town Council is elected and new appointments are made at the Council’s second regularly scheduled meeting. The current Constables are as follows: John Baccaro (D), Ralph Cobuzzi (D), Paul N. Eshoo (R), Frederick J. Jortner (D), Ronald E. Lindgren (D), Lew Michaels (R), and Christopher Powers (U).
