Public Hearings 6:45 p.m. - The Town Council of the Town of Berlin will meet at Berlin Town Hall, Council Chambers, 240 Kensington Road, Berlin, CT on Tuesday, July 19, 2011 at 6:45 p.m. for the purpose of hold a public hearing on the following proposed ordinances entitled:

  1. “AN ORDINANCE ADOPTING THE CODE BOOK”

 

  1. “ORDINANCE APPROPRIATING $2,000,000 TO ACQUIRE LAND FOR AND DESIGN A POLICE STATION TO BE LOCATED AT 903 AND 913 FARMINGTON AVENUE AND AUTHORIZING THE ISSUE OF $2,000,000 BONDS OF THE TOWN TO MEET SAID APPROPRIATION AND PENDING THE ISSUANCE THEREOF THE MAKING OF TEMPORARY BORROWINGS FOR SUCH PURPOSE”

  1. Topic re: Authorize the Town Manager to enter into an Agreement with REI concerning the conducting of outdoor education programs on Berlin open space properties subject to review, modification and approval by the Corporation Counsel. – Economic Development. - Economic Development

 

  1. Topic re: Approve waiving the bid process and award a contract to Qualidigm for an amount not to exceed $25,000.00, since this is in the best interest of the town. – VNA

 

  1. Topic re: Approve a budget transfer for fiscal year 2010/2011 in the amount of $4,574.00 from various Golf Course accounts into the Golf Course Electrical account. – Golf Course

 

  1. Topic re: Authorize the Town Manager to schedule and advertise for September 6, 2011 at 6:45 p.m. a public hearing concerning the following, Be it ordained by the Town Council we hereby authorize execution of the contract to lease golf course equipment from Turf Products Corporation of Enfield, CT in the amount not to exceed $24,652 per year and a total for the five-year lease term not to exceed $122,260. - Golf Course

 

  1. Topic re: Authorize the Town Manager to enter into Contract #2011-29 with BETA Group of Rocky Hill, CT to update the Town’s Pavement Management System including road inspections for a fee of $13,500 and authorize the Town Manager to enter into change orders, if necessary, to bring the total contract to an amount not to exceed $15,525.00. – Public Works

 

  1. Topic re: Approve a transfer of $ 126,470.12 from Water Control (Purchase Water) to (Transfer to Other Funds) for the 2010-2011 fiscal year, as an additional credit to the Town of Berlin General Fund. – Water Control

 

  1. Topic re: Approve a transfer of $ 14,617.00 from Purchase Water Account to Salaries Operations Account, $ 6,017.00 from Source & Supply Account to Salaries Operation Account, and $5,000.00 from Source & Supply Account to Pumping Expense Account within the Water/Sewer Division for the 2010-2011 fiscal year. - Water Control

 

10.  Topic re: Pass the attached resolution authorizing the Town Manager to sign the grant application for a TOD Pilot Program Grant, negotiate terms and conditions of the MOU and to sign any documents associated with administering the grant, if awarded, including amendments thereto. Also, authorize the Town Manager to enter into a Memorandum of Understanding with the Central Connecticut Regional Planning Agency concerning the role and any specific responsibilities of the Regional Planning Organization in administering the grant, subject to review, modification and approval by Corporation Counsel.– Economic Development

 

11.  Topic re: Authorize the transfer of $17,421.84 from CNR account Design Standards Documents to account Plan of Development Update.  Authorize the Town Manager to enter into an agreement with Turner Miller Group to provide consulting services related to the Plan of Conservation and Development update for a fee not to exceed $50,000 subject to review, modification and approval of the Corporation Counsel. – Economic Development

 

12.  Topic re: Endorse the submission of a Recreational Trails Grant application from Connecticut Forest and Parks Association for improvements to Berlin open space trails. - Economic Development

 

13.  Topic re: Adopt the attached LoCIP resolution; to authorize Denise McNair, Town Manager, to apply for a LoCIP grant in the amount of $15,950.98 that will provide for reimbursement of expenditures for the fencing around Percival Pool; and to appropriate $15,950.98 to State and Federal Grants Revenue and LoCIP Percival Pool Funding Expense. – Finance

 

APPOINTMENTS:

 

  1. Central CT Health District – Ray Jarema’s term expires on June 30, 2011. Reappointment or replacement term would be until June 30, 2014.
  2. Historic District Commission – W. Brendan Rudge (U) resigned July 13, 2011. His term expires January 31, 2016. Can be filled with a D, R or U.
  3. Historic District Commission Alternate – Vacancy – term would be until January 31, 2016. Can be filled with an R or U.
