CONSENT AGENDA:

1.     Topic re: Accept donations totaling $100 to the Berlin Senior Center Agency Fund. – Senior Center

2.     Topic re: Approve Raising Berlin Inc. to sell popcorn, candy, juice boxes, bottled water and glow sticks at the Raising Berlin Inc. and the Berlin Parks and Recreation Department summer outdoor family movie night in the park on Friday, July 13, 2012 at Zipadelli Baseball Field, Sage Park starting at 7:15 p.m.  Rain date is Saturday, July 14, 2012 at 7:15 p.m. – Parks and Recreation

3.     Topic re: Accept donations totaling $89.00 to the Community Services Agency Fund. – Community Services

4.     Topic re: Accept a donation of $100 from the Mary E. Griswold School Parents Club and deposit the funds into the Drug Enforcement Special Grants and Donations Fund and appropriate the funds to the Drug Enforcement Operating Materials (DARE) Expenditure Account. – Police Department

5.     Topic re: Approve an increase in payment to Marc’s Landscaping (contract bid 2009-12) in the amount of $688 for additional cemetery maintenance for fiscal year 2011-2012. – Town Manager

NEW BUSINESS:

1.     Topic re: Topic re: Set a Town Meeting for 6:45 PM on Tuesday, July 24, 2012 to obtain approval to appropriate $847,554.80 in FEMA and FHWA reimbursements in fiscal year 2012 to cover storm expenditures. – Finance

2.     Topic re: Approve a transfer of $14,731.77 from the Police Health Insurance account to the Health Insurance accounts in Treasurer’s Office, Fire Marshal, Highway and Community Services Departments as outlined in the attached Budget Change Form for fiscal year 2011/2012. – Finance

3.     Topic re: Approve a transfer of $7,003.87 from the Public Grounds Storm-Related Overtime account to the Public Grounds Blue Collar Personnel account for fiscal year 2011/2012 due the unexpected extended medical leave of an employee. – Finance

4.     Topic re: Approve a transfer of $15,000 from the School Expenses Pension Account, $8,250 from the School Expenses Workers’ Compensation Account and $10,000 from the School Expenses Health Insurance account into the School Nurse salary and social security accounts for fiscal year 2011/2012 due to extended absences for illness and surgery. – Finance

5.     Topic re: Authorize the Town Manager to schedule and advertise for July 24, 2012 at 6:45 p.m. to hold a public hearing on, and possibly consider and act upon an ordinance entitled “An ordinance appropriating $500,000 for Town of Berlin Emergency Preparedness and authorizing the issue of $500,000 bonds of the town to meet said appropriation and pending the issuance thereof the making of temporary borrowings for such purpose.” – Town Clerk

6.     Topic re: Authorize the Town Manager to schedule and advertise for July 24, 2012 at 6:45 p.m. to hold a public hearing on, and possibly consider and act upon an ordinance entitled “An ordinance appropriating $300,000 for sidewalk and bridge improvements and authorizing the issue of $300,000 bonds of the town to meet said appropriation and pending the issuance thereof the making of temporary borrowings for such purpose.” – Town Clerk

7.     Topic re: Approve a transfer of $142,000 (per the breakdown on the attached spreadsheet, which is incorporated by reference) between various Public Works Accounts to eliminate budget shortages in the 2011/2012 fiscal year. – Public Works

8.     Topic re: Topic re: Approve utilizing the State of Connecticut Department of Administrative Services Contract #10PSX0273 and Contract #10PSX0361 through December 31, 2012 for the purpose of pulverization, along with reconstruction of roadways, and award to the lowest cost bidder (Tilcon CT, Inc.). – Public Works

9.     Topic re: Report out to the Town Council regarding the Berlin High School renovation project. – Public Works

10.  Topic re: Discussion concerning the design of Phase II of Veterans Park. – Economic Development

11.  Topic re: Refer the matter of purchase of 921 Farmington Avenue, Berlin, Connecticut for use as part of the Police Station project or the train station area redevelopment to the Planning and Zoning Commission for a review pursuant to section 8-24 of the Connecticut General Statutes and to authorize staff to apply for a STEAP grant and a Manufacturers Assistance Act (MAA) loan. – Economic Development
