CONSENT AGENDA:

 

1.     Topic re: Accept donations totaling $100.00 for Berlin-Peck Memorial Library and deposit to the Library Agency Fund from which related purchases will be made. – Berlin Peck Memorial Library

2.     Topic re: Approve a donation of a round of golf for four and carts to be used as a raffle prize at the Friends of Berlin 2nd annual fund raising golf tournament to be held Saturday, October 8, 2011 at Timberlin Golf Course. – Timberlin Golf Course

3.     Topic re: Approve a donation of a round of golf for four and carts to be used as a raffle prize at the Manes in Motion 12th annual fund raising dinner to be held at the Aqua Turf Club on October 19, 2011. – Timberlin Golf Course

4.     Topic re: Approve the request by the Berlin Lions Club to waive the site plan application fee of $195.00 and the building permit fee of $1,140.00 for the pavilion to be constructed at the Berlin Lions Fair Grounds. – Development Services

NEW BUSINESS:

 

1.     Topic re: Approve waiving the Police Traffic Control fees for the Berlin Lion’s Club 2011 Berlin Fair in the approximate amount of $25,000.00. (Said figure to be exactly determined after the Fair.) – Town Manager

 

2.     Topic re: Approve Raymond Cruz Eagle Scout project at Little People’s Playground. – Parks and Recreation

 

3.     Topic re: Amend the Town of Berlin Capital Improvement Plan to add the fencing around the Civil War Monument at the intersection of Berlin Street and Main Street, East Berlin in an amount not to exceed $5,800, adopt the attached LoCIP resolution and to authorize Denise M. McNair, Town Manager, to apply for a LoCIP grant in an amount not to exceed $5,800 that will provide for reimbursement of expenditures made in connection with this project. – Town Manager

 

4.     Topic re: Transfer $10,150.00 from the Voice Recorder account to the police department radio system maintenance account and waive the bid requirement to purchase the equipment from WPCS International Inc. on State Contract 11IZ20018 for a price not to exceed $12,819.80 since this is in the best interests of the Town. Also adopt the attached “Resolution Making Certain Findings With Respect to Unexpended Bond Proceeds of the Town and Appropriating Said Proceeds for Capital Purposes” and transfer $2,670 from the Animal Control Land Acquisition Account to the Transfers to Other Funds Account which will be reclassified to the radio system maintenance account after April 1. – Police Department

 

5.     Topic re: Approve Timberlin Golf Course promotion number 1, 2, 3 and allow funds collected during the putting contest to be place in an account to be used exclusively for advertising.  This amount cannot exceed $2,500 with any additional funds above the $2500 to be used to offset the cost of the rounds given away during the contest. – Timberlin Golf Course

 

6.     Topic re: Award the contract for the construction of a pavilion at the Demore, Dinda, Bittner Junior Memorial Pool Pavilion in East Berlin to Creative Recreation from West Hartford, Connecticut in the amount of $20,730.00  and authorize the Town Manager to enter into change orders if necessary to bring the total construction contract to an amount not to exceed $21,766.00. Also adopt the attached LoCIP Resolution and authorize the Town Manager to  apply for a  $21,766.00 LoCIP grant and to authorize the appropriation of $21,766.00 from use of fund balance, CNR Fund  to LoCIP Demore, Dinda, Bittner Junior Memorial Pool Pavilion in East  Berlin Account. – Parks and Recreation

 

7.     Topic re: Award Bid Number 2012-02 for the Berlin Town Hall Chiller and Cooling Tower Re-roofing to Modern Mechanical Systems of Farmington, CT in the amount of $313,800 and authorize the Town Manager to enter into change orders, if necessary, to bring the total construction contract to an amount not to exceed $353,800.00. – Building Maintenance

 

8.     Topic re: Utilize the Capitol Region Council of Governments Contract #560 to purchase treated road salt for snow and ice control from the State low bidder Cargill® Deicing Technology.  – Public Works

 

9.     Topic re: Authorize the Town Manager to schedule and advertise for October 4, 2011 at 6:45 pm a public hearing concerning the Town of Berlin entering into the proposed Non-Emergency Interagency Agreement with the City of Meriden. – Town Manager

 

APPOINTMENTS:

 

  1. Board of Ethics Vacancy - Term would be until January 31, 2014. Can be filled with an R or U.

 

  1. Board of Ethics – Alternate – Vacancy – Term would be until January 31, 2014. Can be filled with an R or U.

 

  1. Central Regional Tourism District Board – Marilyn M. DeMaria has resigned as the Town of Berlin representative on the board. An appointment needs to be made to fill that position and it is an open ended term.

 

  1. Environment Commission (New Commission adopted by Town Council 7/5/2011) – Shall consist of seven (7) members appointed in the following manner: one member shall be appointed to serve until January 31, 2012; three (3) members shall be appointed to serve until January 31, 2013; and three (3) members shall be appointed to serve until January 31, 2014. Thereafter, all members shall be appointed to serve a term of three (3) years.

 

  1. Historic District Commission – Alternate – Vacancy – Term would be until January 31, 2012. Can be filled with a D, R or U.

 

  1. Inland Wetlands & Water Courses Commission Alternate – Vacancy – Term would be until January 31, 2014. Can be filled with an R or U.

 

  1. Mattabassett District – John Luddy (D) term expired August 31, 2011. Reappointment or replacement term would be until August 31, 2014. Can be filled with a D, R or U.

 

  1. Mattabassett District – John S. Dunham (R) term expired August 31, 2011. Reappointment or replacement term would be until August 31, 2014. Can be filled with only an R or U if above appointment is filled with a D.

 

  1. Plainville Area Cable Television Advisory Council (PACTAC) – Vacancy – Term would expire on June 30, 2011. Can be filled with a D or U.

 

  1. Planning & Zoning Commission Alternate – Vacancy - Term would expire on January 31, 2014. Can be filled with a D, R or U.

 

  1. Planning & Zoning Commission Alternate – Vacancy – Term would expire on January 31, 2016. Can be only be filled with a D or U if above appointment is filled with an R.

 

  1. Water Control Commission Alternate – Vacancy Term would expire on January 31, 2014. Can be filled with a D, R or U.
