NEW BUSINESS:

  1. Topic re: Adopt the attached “Resolution Making Certain Findings with Respect to Unexpended Bond Proceeds of the Town and Appropriating Said Proceeds for Capital Purposes.”  Transfer the existing appropriations of $53,000 in Fire Truck Vehicle Reserve and $10,864.11 in Fire Protective Clothing to the Townwide Vehicle Reserve account in the Capital Non-Recurring Fund in order to fund the first year lease payments for the backhoes with remaining proceeds to be applied toward the future purchase of the highway department pick-up truck.  Also transfer $26,513.66 in interest allocation from the Sand and Salt Shed account to the Townwide Vehicle Reserve account to be applied toward the future purchase of the highway department pick-up truck. - Finance Department
  1. Topic re: Approve entering into 3 year lease agreement with John Deere Credit to lease two backhoes at an annual cost of $61,649 per year for three years.  Approve payment of first year lease payment of $61,649 from Vehicle Reserve Account in the Capital Non-Recurring Fund. - Municipal Garage

  1. Topic re: Waive the Town of Berlin purchasing requirements and purchase two 2011 Ford Crown Victorias from Morande Ford of Berlin, CT for a cost not to exceed $46,400, since this is in the town’s best interest. – Municipal Garage 
  1. Topic re: Transfer $7800 from the Golf Cart Lease account into the Computer Support account.  Also approve the purchase of the software and hardware package from Fore! Reservations in an amount not to exceed $7,800. - Golf Course
  1. Topic re: Refer the matter of constructing a parent drop-off loop at Griswold Elementary School, 133 Heather Lane to the Planning and Zoning Commission for an 8-24 Review as per the Connecticut General Statutes.  Also authorize the Town Manager to enter into a contract agreement #2011-11 using the attached consulting agreement form with M.R. Roming Associates, P.C. of West Hartford, CT, for engineering and consulting services related to the Griswold School Parent drop-off Loop Project for a fee not to exceed $20,000, subject to Corporation Counsel’s contract review and contingent upon a favorable 8-24 decision. - Public Works
  1. Topic re: Accept the three 20’ Water Easements and three 20’ Sanitary Sewer Easements as shown on the maps entitled EASEMENT MAP, SANITARY SEWER AND WATERLINE” Regency at Berlin, Sheets 1 through 4 dated 2-25-2010 prepared by ESE Consultants, Inc, Perryville Corporate Center III, PO Box 4002, Clinton, NJ 08809-4002 in favor of the Town of Berlin which maps shall be filed in the Berlin Land Records.  Also authorize the Town Manager to execute the attached Water and Sewer Easement Documents for the Regency at Berlin Project, Schedule A2. – Water Control
  1. Topic re: Authorize the Town Manager to award the contract #2011-16 for supply and installation of level monitoring instruments for Lamentation Water Tank, to the lowest bidder, Knapp Engineering of Prospect, CT  for $19,785.00 utilizing funds from the Water Control Capital Expenditures account subject to Corporation Counsel review of the Contract Agreement. – Water Control

  1. Central Regional Tourism District Board – Marilyn M. DeMaria has resigned as the Town of Berlin representative on the board. An appointment needs to be made to fill that position and it is an open ended term.
