 6:45 P.M. – Special Town Meeting

 A Special Town Meeting of the electors and citizens qualified to vote in town meetings of the Town of Berlin will be held at the Berlin Town Hall, Council Chambers, 240 Kensington Road, Berlin, Connecticut on Tuesday, June 21, 2011 @ 6:45 p.m. for the following purpose:

 To hear and act upon an amount not to exceed $229,630.00 as requested by the Town Manager and recommended by the Town Council from Excess Special Education Grant Revenue Account to the Excess Special Education Grant Expenditure Account for the higher than anticipated expenditures for tuition and transportation. This is a flow through grant and involves no Town funds.

  1. Topic re: Approve 2012 All Night Graduation Committee to sell food and beverages at the Nutmeg State Games to be held at Sage Park, July 23 - July 24, 2011, July 28 – 31, 2011 and August 1 - August 7, 2011 and to waive Sage Park Concession Deposit of $105.00. – Parks and Recreation
  2. Topic re: Approve waiving estimated fees of approximately $17,927.00 for 2011 Nutmeg State Games to be held at Sage Park July 23, 24, 2011, July 28 -31, 2011, August 1st - August 7th and Petit Little League Complex August 1st – August 7th, 2011.  Parks and Recreation
  3. Topic re: Accept the $47,045 grant reimbursement from the Federal Emergency Management Agency into the State and Federal Grant Revenue Account. – Finance
  4. Topic re: Approve a transfer of $7,000.00 to Unemployment Compensation-Townwide from Unemployment Compensation-Schools. - Finance
  5. Topic re: Accept donations in the amount of $750.00 and deposit them in the DARE (Drug Enforcement, Operating Materials) Account. – Police Department

  7. Topic re: Accept donations totaling $140.00 to the Berlin Senior Center Agency Fund. – Senior Center
  8. Topic re: Appropriate $11,800 to the Capital and Nonrecurring Fund Revenue Account, Sale of Labor, Land, and Materials and the Vehicle Reserve Account for the future purchase of vehicles, equipment and related items. – Municipal Garage
  9. Topic re: Accept donations totaling $761.34 to the Community Services Agency Fund. – Community Services

10.  Topic re: Approve Raising Berlin Inc. to sell popcorn, candy, juice boxes, bottled water and glow sticks at the Raising Berlin Inc. and the Berlin Parks and Recreation Department summer outdoor family movie night in the park on Friday, July 8, 2011 at Zipadelli Baseball Field, Sage Park starting at 8:00 pm.  Rain date is Friday, August 5 at 8:00 pm. – Parks and Recreation

11.  Topic re: Approve the Berlin Parks and Recreation Department to accept a $400.00 donation from the Berlin Lions Club on behalf of the Berlin Dolphin Swim Team and to deposit the check into the donation account. - Parks and Recreation

NEW BUSINESS:

 

  1. Topic re: that “An Ordinance to Amend Junked, Wrecked, Abandoned Property Section of the Municipal Code” be adopted. – Town Manager

 2. Topic re: Authorize the Town Manager to retain the Services of Joseph Fasi, LLC to prepare bond documents in the amount of $2,000,000 (including bond funding costs) for the acquisition and site development of 903 and 913 Farmington Avenue for a new Police Station, demolition of buildings on the site, site preparation and restoration, environmental remediation, planning and design and related costs. – Economic Development

 3. Topic re: Appropriate and transfer an additional $229,630 to expenditure account -Excess Special Education Grant- from revenue account -Excess Special Education Grant. - Board of Education

 

 4. Topic re: Approve a Bid Waiver for fiscal year 2011-2012 for the purchase of adult books in the amount of $55,000, from Baker and Taylor, $18,000 for children’s books from Baker and Taylor, for the purchase of DVD’s in the amount $10,000 from Baker and Taylor, for the purchase of magazines in the amount of $5,300 from EBSCO taken from accounts Books, Periodicals and Audio/video Materials as a participant in the Connecticut Library Consortium, since this is in the best interest of the Town of Berlin.  Also, approve a Bid Waiver for fiscal year 2011-2012 for the consortia membership in Library Connection, Inc. in the amount of $38,000, taken from account Databases, since this is in the best interest of the Town of Berlin. - Library

 

5. Topic re: Award Bid No. 2011-26 to Peter D’Amato Floors of South Windsor, CT. for the refinishing of Gym Floors at Various Schools in the amount of $12,665.00. – Public Building

 6. Topic re: Waive the bidding procedures and approve the purchase of the Verint Audiolog 12-channel Digital Voice Recorder from Business Electronics, Inc. for a cost not to exceed $14,850.00 as BEI is the sole source supplier of this product and since this is in the best interest of the Town. – Police Department

 7. Topic re: Appropriate $20,000 to Incentive Housing Zone Study Grant expenditure account and to the State and Federal Grants revenue account.  Also, authorize Denise M. McNair, Town Manager to sign an agreement with Planimetrics, Inc. for an “Incentive Housing Zone Study” for the area around the Berlin Train Station in an amount not to exceed $20,000 subject to review, modification and approval of the Corporation Counsel. - Economic Development

 

8. Topic re: Authorize Denise M. McNair, Town Manager to sign a Temporary Right-of-Entry Agreement with the Connecticut Department of Transportation for the Berlin Train Station Enhancement, State Project No. 07-182. – Economic Development

 

9. Topic re: Adopt the attached resolution and to authorize Town Manager Denise M. McNair to submit a LoCIP application for the update to the Plan of Conservation and Development in the amount of $25,000 and authorize the transfer of $25,000 from Use of Fund Balance, CNR Fund to the Plan of Conservation and Development Update account. – Economic Development

 

10.  Topic re: Approve the four (4) year agreement for the Police Union from the period of July 1, 2011 through June 30, 2015. – Town Manager

 

11.  Topic re: Authorize the Town Manager to enter into an agreement with the Town of Cromwell for the Care and Detention of Impounded Dogs. – Town Manager

 

12.  Topic re: Authorize the Town Manager to schedule and advertise for July 5, 2011 at 6:30 p.m. to hold a public hearing on and to possibly consider and act upon the following proposed ordinance:  “An Ordinance to Establish an Environmental Protection Advisory Commission.” - Town Manager
